LADWP vs SCE
In LA County, your utility decides the solar math
Los Angeles County splits between municipal utilities and SCE — and they run on different rules. The CPUC's NEM 3.0 governs SCE homes; LADWP, Pasadena, Glendale, and Burbank each set their own programs.
LADWP — City of Los Angeles
LADWP is the city's municipal utility. It isn't regulated by the CPUC, so NEM 3.0 doesn't apply — LADWP sets its own solar program, interconnection process, and export compensation. We design to LADWP's actual rules, not SCE assumptions.

Every LA County city permits differently
There is no single LA County permit. In the City of Los Angeles, permits run through LADBS — one of the busiest building departments in California. Every incorporated city, from Long Beach to Santa Clarita, reviews through its own building department, and unincorporated communities go through the County. We prepare, submit, and track every permit through your specific AHJ, with weekly status updates until your system is switched on.
