Blackouts vs. Brownouts

What Is a Blackout?

A blackout is a complete loss of electrical power to a home, neighborhood, or larger area. Damaged power lines, equipment failures, severe weather, wildfires, or grid overloads can cause unplanned blackouts.

California homeowners also face planned blackouts:

  • Public Safety Power Shutoffs (PSPS): Utilities temporarily de-energize power lines during dangerous wildfire conditions to reduce the risk that electrical equipment sparks a wildfire.
  • Rotating Outages: Planned, temporary shutoffs ordered by grid operators when electricity supply cannot meet regional demand.

What Is a Brownout?

A brownout is different because the power does not disappear completely. Instead, the voltage supplied by the grid drops below its normal level.

The EIA defines a utility voltage reduction as an intentional system-voltage reduction of 3% or more to help maintain continuity of service. Brownouts can also occur unintentionally because of grid problems or heavy demand.

Common Signs of a Brownout:

  • Incandescent lights dimming or flickering significantly.
  • Electronics resetting, malfunctioning, or shutting down unexpectedly.
  • Appliances with motors (like air conditioners or refrigerators) struggling or humming strangely.

Why Are Power Outages Happening More Often?

Grid reliability challenges stem from several compounding factors:

  • Extreme Weather Nationally: The EIA reports that major weather events drive the vast majority of outage duration across the country.
  • Peak Heat and Flex Alerts: California heat waves drive demand higher as millions of air conditioners run at once. The CPUC notes that Flex Alerts are most common in the late afternoon and evening, when electricity demand remains high while solar generation naturally declines.
  • Wildfire Mitigation: California utilities proactively shut off power during dangerous fire-weather conditions through PSPS events to prevent catastrophic wildfires.
